Introduction Risk is often a major concern for agencies working with young people and families. For the most part, the early years of the most vulnerable young people in the looked after system have involved serious concerns about risks to their development posed by adversity, trauma, neglect and abuse. Yet despite removal from the context of troubled birth families, many looked after children continue to experience significant risks to their well-being. This is due both to the tendency to present risky behaviours resulting from damaging early experiences and to harm arising from the shortcomings of corporate parenting, such as lengthy legal processes, poor access to therapeutic interventions, repeated placement breakdowns and inflexible educational provision. Outcomes for looked after children are very concerning, although in the last few years concerted efforts have been made to improve them. Several years ago, Jackson and Simon (2005) noted that compared to the general population those who have been looked after are four times more likely to require mental health services, seven times more likely to misuse drugs or alcohol, 50 times more likely to be imprisoned, 60 times more likely to become homeless and 66 times more likely to have children of their own needing public care. Just six per cent of looked after children achieved five or more GCSEs at grades A to C compared to 53 per cent of all children (Jackson and McParlin, 2006), and they were ten times more likely to be excluded from school (Social Exclusion Unit, 2003).
